Karen Mann, Senior Vice President

Karen heads GNA’s Programs and Policies department. Her team aggressively pursues incentives that accelerate the market for low-emission technologies. Her work focuses implementing cost-effective and technically viable projects that reduce environmental impacts. Karen’s responsibilities include analyzing feasibility of low-emission technologies based on current operations, tracking regulations and funding opportunities, market studies, developing and disseminating market-tailored messages, leading research for and writing of grant applications, and facilitating successful implementation of low-emission strategies.

Karen has a comprehensive understanding of California’s complex environmental regulations, compliance technologies, and the applicability of grant funding programs. This has resulted in securing hundreds of millions of dollars in funding for client projects during her tenure at GNA. She has extensive experience working with public and private fleets on alternative fuel vehicle deployment projects and with fuel providers and manufacturing companies on market development initiatives and programs.

Through the dozens of projects spearheaded by GNA, Karen has had interaction with every marine terminal operator, railroad, and municipality within the South Coast Air Quality Management District (SCAQMD) and has worked on countless additional projects nationwide. She also offers experience in event production, and has organized gatherings ranging in size from small stakeholder meetings to large nationwide expos in an effort to bring together policy developers, fleet managers, and technology manufacturers for discussions on the adoption and use of alternative fuels.

Karen used Paradox and Timeslips software to monitor and promote the efficiency of workflow. Her work included coordination of physical office space, maintenance of the company’s computer network, and the selection and training of administrative staff. She also supported case managers and production by her review and organization of files, drafting of correspondence, preparation of discovery requests and responses, and contact with clients, regulatory agencies, and opposing counsel.

Land Planning Associate, Hale & Associates, Inc.
Karen coordinated with engineers, county employees, city employees, clients, title companies, and other consultants to get information and documents needed to apply for discretionary action as specified by contract. The Land Planning Department processed Subdivisions, Lot Line Adjustments, Conditional Use Permits, and Certificates of Compliance. The department also ran agency coordination for architectural and civil projects. Karen additionally performed a full range of administrative and bookkeeping duties that included management of the clerical staff.

JoAnne brings over 10 years of experience in strategy development, policy analysis and advocacy, and clean transportation, specializing in electrification. As a trained policy and strategic initiatives expert, JoAnne pursues innovation-based solutions that will achieve client success with a focus on results and cost-effective solutions. She manages the agenda development for ACT Expo, oversees large and multi-faceted client projects, and leads a team of strategy, policy, and clean technology specialists. JoAnne has led large-scale funding efforts to accelerate transportation electrification, bringing her clients over $100 million in funding.

As a Vice President in the Programs team, JoAnne is responsible for leading large-scale funding, policy and strategic initiatives that propel the clean transportation industry to new heights. Recent clients include Penske Truck Leasing, Los Angeles World Airports, Greenlots, Volvo Group North America, the California Energy Commission, LA n Sync (at the California Community Foundation), AMCI Global, and EV Connect.

JoAnne led the LAEDC’s industry cluster development activities with a focus on aerospace and defense, advanced transportation technologies, entertainment and digital media, biosciences, and fashion and lifestyle. For each of these initiatives, JoAnne managed industry councils of key stakeholders, including over 900 industry and public leaders in its e4Mobility Alliance which was dedicated to building an industry cluster in various facets of the advanced transportation industry. She directed the development of all communication, reporting, planning, collateral material creation, and overall business assistance efforts in these targeted industry clusters, leading to the attraction and growth of key companies in the Los Angeles County region. JoAnne sat on a number of boards and commissions on behalf of the organization in areas such as workforce development, technology commercialization, stakeholder outreach, public policy, and regional economic development activities. She led the effort for the e4 | Advanced Transportation Center of Southern California—designated by the California Energy Commission—on behalf of LAEDC, including grant writing, grant reporting, marketing/branding, and partner coordination. In addition, she managed four rounds of funding from the Regional Innovation Clusters of Opportunity program, which is a joint partnership of the California Energy Commission and California Workforce Investment Board, with a focus on growing industries around electric vehicles, waste-to-energy, and energy storage. She also served as the LAEDC’s director and manager of public policy where she led the policy activities for the organization at a local, state, and national level. She organized and led multiple stakeholder-driven and industry-focused coalitions and efforts throughout the State of California on Enterprise Zones, public-private partnerships, sequestration, regulatory reform, tax credit development, and other economic development-driven policies, including successful efforts to attract the $400 million+ incentive package for the next generation bomber project to California.

Policy Manager, San Diego County Taxpayers Association
As policy manager for the San Diego County Taxpayers Association—a nonprofit association founded in 1945, which is dedicated to promoting accountable, cost-effective, and efficient government—JoAnne led the policy efforts for the Association, including creating its policy priorities and conducting research and analysis. JoAnne drafted several reports for the Association, including the region’s first-ever comprehensive pension report which provided a detailed look at pension benefits offered in the 17 CalPERS-contracted cities in San Diego County. She also worked closely with local and state governments to provide good government recommendations throughout San Diego County. JoAnne’s research and advocacy at the Association not only helped save San Diego taxpayers millions of dollars through pension reform, but it also provided for more transparency in and accountability of government throughout the San Diego region.

Joe Annotti, Vice President, Programs

Joe has aggregated over 10 years of industry experience across multiple sectors. He manages GNA’s Funding 360 Program, which offers a comprehensive suite of grant tracking, writing, and management services to our clients. He provides project management, data analysis, and strategy development expertise for GNA’s broad client base. Building on his experience in the oil and gas industry in Louisiana, Texas, and Mississippi, he also provides market analysis and strategic recommendations for the adoption of natural gas fueling technology throughout the Gulf of Mexico. Additionally, Joe’s former leadership experience at the US Environmental Protection Agency supports clients seeking public affairs and policy guidance in the environmental arena.

Team Leader, Environmental Protection Agency
Joe served as the team leader of the Evaluation and Assessment Team, as part of the Legacy Fleet Incentives and Assessment Center. His team’s mission was to analyze and report information and data related to the Diesel Emissions Reduction Act (DERA) grants program and National Clean Diesel campaign. He also designed and managed the DRIVER database, which stores 1,600 individually funded projects accounting for more than $500 million in grant funding. DRIVER is used to track emissions reductions from heavy-duty diesel vehicles such as long-haul tracks, marine equipment, and locomotives.

Loss Prevention Representative, The Gray Insurance Company
Joe earned certifications in multiple OSHA and industry standards and performed detailed safety inspections of insured members’ workplaces, including construction sites, drilling platforms, machine shops, fabrication plants, and manufacturing warehouses. These inspections were used to generate innovative safety plans and effective hazard communication manuals.

Past Experience

Senior Research Analyst, Milken Institute
Mark provided economic research and was the sole research resource for energy policy and environmental finance at the Institute. He developed the research program dedicated to energy security that prioritized bi-partisan support with a target for creating an official energy policy. As a part of his program development, he created the curriculum and established relationships with academic leaders and stakeholders in the energy, technology, finance, and policy community to inform the agenda and participate in program events.

Regulatory Analyst, California Public Utilities Commission, Division of Ratepayer Advocates Mark provided economic and accounting analysis to determine the prudence of water projects on behalf of ratepayers. He provided economic modeling and technology expertise in desalination and related energy expense and carbon emission, and remodeled regional rate design structure for water service. His testimony submitted to the commission was used to effectively design the rate case for efficiency and equitable service.

Risk Specialist, American International Group, AIG Environmental Mark was an underwriter of environmental insurance for contractors and institutions with interest in fixed property pollution liabilities, as well as remediation project cost over-runs. He wrote and negotiated terms of insurance contracts in property transactions, and managed relationships with a client base of brokers across the southwestern US.

Fleet and Infrastructure Projects Manager, Center for Sustainable Energy (CSE)
Center for Sustainable Energy (CSE) is an administrator of clean transportation incentive and technical assistance programs for states such as California, New York, Connecticut and Massachusetts—as well as numerous regional and local governments. CSE is one of the largest organizations of its kind with more than 150 employees in five offices nationwide. As fleet projects manager, Michael was responsible for translating CSE’s alternative fuels work with consumers to success in fleet focused programs. Michael administered and designed many aspects of California’s light-duty EV fleet incentive program, produced the industry’s first benchmarking guide, and developed a university certified training for fleets implementing EV programs.

He positioned CSE nationally as a leader in fleet EV management by securing media opportunities and developing targeted industry association partnerships. In addition, Michael managed large-scale email and e-newsletter communications to fleets and technology providers to market services and resources.

Clean Transportation Specialist, North Carolina Clean Energy Technology Center
The NC Clean Energy Technology Center, based out of North Carolina State University, is one of the largest clean transportation market development organizations in the Southeast United States. As a Clean Transportation Specialist, Michael managed grants for fleet and infrastructure projects; administered TV, radio and billboard campaign valued at over $2MM; organized trade show events; and outreached directly to fleets.
