Client Description:

The Natural Resources Defense Council (NRDC) is one of the nation’s largest environmental organizations, representing more than 1.4 million members nationwide on a wide range of environmental issues at the local, state, national, and international levels.

Client Goals:

  • Reduce transportation emissions in selected locations around the world, including port-related emissions in Hong Kong and the Pearl River Delta, on-road diesel emissions throughout Mexico, and other developing countries
  • Secure new funding to support these global projects

GNA Strategy:

  • Collaborate with NRDC to develop project plans for transportation-related emissions cleanup in the Hong Kong port and Pearl River Delta, and in Mexico
  • Partner with NRDC to create a global campaign to reduce diesel emissions throughout the developing world
  • Work with NRDC and potential foundation donors to draft funding proposals to fund these new projects and activities
  • Act as a liaison for NRDC to the leading international organizations to reduce transportation emissions, including the Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants (CCAC), a multi-national program to reduce Black Carbon and other emissions in developing countries; the Partnership for Clean Fuels and Vehicles (PCFV), a multi-national effort to reduce vehicle emissions around the world housed at the United Nations Environment Program (UNEP); and the Global Fuel Economy Initiative (GFEI), a multi-partner effort to improve fuel economy in developing countries and emerging economies worldwide
  • Research and draft memoranda on key strategic and tactical issues, as well as on emerging technical and policy issues
  • Serve as a spokesperson for NRDC in media interviews, conferences, speeches, and presentations

Project Results:

  • Launched new effort to reduce diesel emissions in Mexico:  With new funding from the William and Flora Hewlett Foundation, NRDC added staff to an ongoing effort to reduce diesel pollution in Mexico.  GNA and NRDC staff are now partnering with Mexico’s environmental organizations, government officials, and international vehicle experts to develop and implement new fuel and vehicle emission standards that would bring Mexico’s standards up to US and European levels.
  • Established plans to reduce port-related emissions in Hong Kong and the Pearl River Delta:  Working closely with Civic Exchange, a Hong-Kong-based environmental organization, NRDC is now developing new projects and activities to reduce port emissions in the busiest port region of the world, comprising the ports of Hong Kong, Guangzhou, and Shenzhen.
  • Developed key international partnerships to reduce vehicle pollution worldwide:  With GNA’s active involvement, NRDC is now an active and leading nongovernmental participant in the CCAC, the PCFV, and the GFEI, the three leading international efforts to reduce black carbon emissions from diesel vehicles, to reduce overall vehicle emissions worldwide, and to improve fuel economy worldwide, respectively.
