• Regulatory Compliance Specialist | Santa Monica, CA

    Gladstein, Neandross & Associates (GNA), a national clean transportation and energy consulting firm, is seeking a Regulatory Compliance Specialist with at least 3 to 5 years of experience in working with the commercial fleet operators and OEMs to comply with California mobile source regulations.

    Regulations and policy trends are generally areas that people either really love or try very hard to avoid. If you are one of the former, this is an exciting opportunity to expand upon your existing skills and experience to lead a team here at GNA as we grow our work with leading commercial fleet operators, OEMs and other industry stakeholders.

    The candidate for this role must be intimately familiar with the suite of CARB regulations (T&B, T&B Hired Fleets, ACT, SWCV, ICT, PSIP, TRU, LSI, PERP, SB1, etc.) as well as the EPA and ARB audit processes. The right candidate is not only well-versed in these regulations, but also has a healthy respect for their complexity and the need to double check the requirements and triple check all analysis. Success will come from developing and implementing detailed project management plans, including the management of other GNA staff. This is an expansion position that requires a driven individual that thrives in an entrepreneurial environment of creativity and market building.

    In these efforts, you will not be alone. The Programs Department is the nation’s number one grant writing and market development team. Because CARB regulations are intricately interrelated to these areas of expertise, we have been involved with the regulations since they were initially conceived in 2000. In addition to assisting our clients to stay ahead of the regulations in the most cost-effective manner, we are often sought out to help fleets that have run into problems trying to comply with the complex regulations. This new role will be to take leadership over the existing work and to help bring this crucial expertise to other struggling fleets that in many cases don’t even know that the regulations exist until the auditor shows up at their facility.

    This position reports to GNA’s Senior Vice President in its Programs Department and is based in our Santa Monica office. However, due to COVID-19 restrictions it will be remote-based until further notice.

    Your Responsibilities Include:

    • Leading GNA’s regulatory compliance service offerings to its existing client base.
    • Managing several members of GNA’s Programs Department team to fulfill GNA’s regulatory compliance services for several existing and expected new clients.
    • Working with fleet customers to collect and analyze mobile source regulatory compliance plans, strategies, data, and reports.
    • Developing cost-effective and strategic compliance strategies and plans to present to clients, which include capital and compliance cost projections and potential grant/incentive offset opportunities.
    • Preparing compliance templates and work with clients to collect data and complete compliance documentation.
    • Developing new and streamlined reporting systems to streamline regulatory compliance and reporting strategies.
    • Preparing draft reporting documents for review and approval by the client, and completing reporting and data uploads to applicable regulatory websites.
    • Auditing regulatory compliance plans to ensure conformity.
    • Coordinating with regulatory agency on regulatory compliance strategies, questions, and issues that arise.
    • Leading GNA thought leadership efforts (articles, webinars, web postings, etc.) and making industry presentations on regulatory compliance topics.
    • Recruiting and developing new customers for GNA’s regulatory compliance and reporting services.

    Qualifications:
