Cliff Gladstein, President

Since founding GNA in 1993, Cliff has been instrumental in the development of environmental programs and policies that have improved air quality, increased the use of clean fuels and advanced technologies in transportation, and that have spurred the creation of innovative public-private partnerships in a variety of sectors.

It is for these reasons that he has become one of the most sought after leaders within the environmental and energy communities—he offers unparalleled experience, insight, and perspective on critical issues at the very heart of our transportation and energy systems. Cliff works on both coasts, spending time in both the New York and Santa Monica offices of GNA.

Cliff has developed and implemented technology deployment programs for dozens of organizations, including the Department of Energy Clean Cities Program, Southern California Gas Company, Southern California Edison, Pacific Gas & Electric, American Honda, Sound Energy Solutions, and the South Coast Air Quality Management District’s Leadership Cities program. He was part of the team that created the Carl Moyer Air Quality Standards Attainment Program, California’s highly successful program to reduce emissions from diesel engines, and also helped develop the Texas Emission Reduction Program (TERP), another of the nation’s most significant low-emission vehicle incentive programs. His work on all of these projects (and many others) reflects his understanding of the need to create real change through the implementation of market-based solutions to solve complex environmental problems.

Cliff’s leadership on projects such as the San Pedro Bay Ports Clean Trucks Program and the Truck Replacement Program of the Port Authority of the New York and New Jersey is a testament to his ability to skillfully navigate complex issues that affect multiple stakeholder groups. Both of these groundbreaking programs required finely tuned communications and outreach efforts, and also required the coordination of teams, management of budgets, and oversight of complicated legal and technical issues. GNA is proud to have played key roles in both of these innovative and first-of-their kind endeavors.

In addition to founding GNA over 20 years ago, Cliff also founded the Interstate Clean Transportation Corridor (ICTC), the nation’s first and most innovative public-private partnership to accelerate the commercialization of clean, alternative fuel vehicles in the interstate movement of goods. To this day, GNA remains project director for this effort, and many additional alternative fuel corridor projects have been successfully modeled on the ICTC.

In addition to his duties as president of the firm, Cliff manages multiple client projects and supervises the Public and Government Affairs team. He frequently speaks on the issues of air quality improvement, energy, economics, and the environment and is an instructor at the University of California, Los Angeles’ Institute of the Environment and Sustainability.

Cliff was responsible for monitoring legislation and policy development for all environmental, energy, transportation, urban growth, housing, senior, higher education and crime issues. He authored legislation covering energy conservation, stratospheric ozone depletion, greenhouse gas emissions, advanced transportation, ocean pollution, solid waste, and air quality. Cliff was a co-author of “Big Green,” the California Environmental Protection Act of 1990.

Erik Neandross, Chief Executive Officer

Based in the Santa Monica office, Erik oversees GNA’s day-to-day business operations, client work, and strategic growth initiatives. With tremendous hands-on experience spearheading the development of many of the nation’s largest and most recognized alternative fuel vehicle and infrastructure projects in both the on-road and off-road sectors, Erik is widely recognized as an industry leader for developing and implementing big ideas.

Erik has been at the forefront of some of some of the nation’s largest and most innovative alternative fuel vehicle projects – working with Ryder, Frito Lay/PepsiCo, Waste Management, UPS, Sysco Food Services, California Cartage Company, City of Los Angeles, Nestle Waters, Aramark, and many others to design and implement large scale alternative fuel and refueling station projects within their operations. He has also led the development of several of the nation’s most successful planned natural gas corridors for heavy-duty trucks in the western United States, Texas, and Pennsylvania.

Beyond the on-road applications, Erik is at the forefront of GNA’s efforts to bring the same level of success to the company’s rapidly expanding project list in the off-road high horsepower space where GNA is providing technical and economic analysis and project development expertise to many of North America’s largest and most cutting edge projects to use natural gas in commercial marine, locomotive, mine haul, and oil and gas exploration and production applications.

A constant throughout his work is Erik’s keen oversight the “macro to micro” strategic planning, financial and environmental modeling, and expert technical assistance GNA provides to these companies in the areas of engine technology and fuel system evaluation; fuel station sizing, design, layout and specifications; maintenance facility modification requirements; personnel training, and overall project costing. He has been able to combine these technical consulting services with GNA’s incredible grant writing capabilities, helping to secure more than $230 million in grants and other resources to assist in the implementation of client projects involving thousands of alternative fuel vehicles and dozens of fueling stations now in daily operation.

Given his tremendous hands-on expertise and experience guiding some of North America’s most progressive and important alternative fuel project efforts, Erik plays an instrumental role in guiding the GNA’s industry-leading conference and events business as well as its market research and analysis activities. The hands-on project work provides Erik with unparalleled working knowledge of the industry’s latest trends, challenges and needs, information and knowledge that is then directed into the company’s conference and strategic market analysis activities.

As one of the alternative fuel industry’s most knowledgeable, engaged, and trusted professionals, Erik regularly advises boards of directors and executive leadership teams for some of the largest companies in the alternative fuel industry, as well as to a variety of public sector representatives including governors, mayors, senate committees, and appointed committees. Outside of the board room, Erik also regularly provides hands-on training sessions to strategic operations teams on the subject of alternative fuels safety and handling, sessions more often than not also attended by executive management and board representatives. He is a featured speaker at alternative fuel vehicle conferences and events across the globe where he presents on key market trends, GNA success stories and case studies, and project future market development activities, and is also a guest lecturer at universities and colleges on the topics of alternative fuels, transportation, and air quality.

Past Experience

Project Manager, American Hi-Tech: An Environmental Engineering and Contracting Corporation
Erik managed contracts held with several national trucking companies to remove, replace and upgrade their underground diesel storage tank and dispensing systems with above ground systems. Projects involved procuring and coordinating several sub-contractors, supervising and making sure that all work was completed on time, within the allotted budget, and in accordance with all local, state and national codes and regulations.

  • Implemented in-situ and ex-situ remediation systems.
  • Conducted and prepared Site Investigations, Remedial Action Workplans, Site Assessment, Real Estate Transaction Screen Reports for clients and state regulatory agencies.
  • Worked one-on-one with mechanical and civil engineers removing, installing and modifying above and underground storage tanks, dispensing units and piping systems.

Sean Turner, Chief Operating Officer

Based in GNA’s Phoenix office, Sean expertly guides the business strategy and operational protocols needed to effectively manage GNA’s growing client roster and project assignments. Sean draws upon two decades of operational experience with top tier firms to provide a foundation for GNA’s project teams that allows them to stay focused on results for our clients, knowing that administrative, legal, financial, and technical resources are all in place to allow them to successfully do their jobs.

In addition to providing a backbone for the firm’s operations, Sean oversees GNA’s technical team and personally works directly on a host of engineering and advanced technology projects. He provides senior technical oversight to GNA’s clients on alternative fuel initiatives, air quality improvement, fleet planning, and vehicular technology. For the past 21 years, Sean has worked in international engineering consulting and government affairs on automotive emissions, alternative fuels, and air-quality issues.

Sean has held several leadership positions within the NGV industry, each providing a platform from which to influence regulatory policy development and to work aggressively towards enhancing the business climate for and adoption of NGVs. His roles as President of the California Natural Gas Vehicle Coalition (CNGVC) and as Director of Technology for Natural Gas Vehicles for America (NGVAmerica) in Washington, DC have provided him with a rich context from which to base his continuing work in the industry at GNA. His long-term perspective on market development is comprehensive as he is entrenched in not only the policy side, but also the intricacies of the technology, economics, energy supply issues, and regulatory influences, as well.

Sean’s role as COO and partner was a natural progression after initially joining the firm as Senior Vice President in 2009. He continues to personally work directly with clients such as Waste Management, Frito-Lay, CoreMark, Giant Eagle, and Encana, among others, and is responsible for directing a senior team of engineers on a full slate of additional project development efforts. Sean has successfully led GNA through periods of great growth and transition and works with the partners to ensure that the firm is well-positioned to take on future challenges and continue the successful work that has become a recognized trademark of GNA.

Past Experience

President, California Natural Gas Vehicle Coalition (CNGVC)
The CNGVC is a lobbying association with more than 50 member companies and a 15-member board of directors, including five Fortune 200 companies. Sean helped establish a new regulatory and legislative presence in California. He did this through an intensive lobbying campaign, an acclaimed industry newsletter, a website, a natural gas fuel station directory, and an electronic web-based fuel station mapping system.

Compressed Natural Gas Specialist, Cairo Air Improvement Project
Sean spent two years working in Cairo, Egypt as a Compressed Natural Gas Specialist on the Cairo Air Improvement Project (CAIP). CAIP was a regional air quality improvement program funded by the US Agency for International Development (USAID) to implement a fleet of US/Egyptian transit buses. His work in Egypt included designing CNG fuel systems and national safety standards for natural gas transit buses and fueling stations.
